SOUTH CAROLINA NAVAL MILITIA REESTABLISHMENT
South Carolina Naval Militia
The South Carolina Naval Militia (SCNM) was originally established in 1892 as one of many state maritime forces throughout the country supporting U.S. Naval operations. When the U.S. Naval Reserve was created in 1917 by federalizing the 26 state naval militias, most naval militias were deactivated but many states reestablished their naval militias as a wartime expedient during WWII (e.g., coast watchers).
On July 31, 2003 Governor Sanford signed into law the South Carolina Maritime Security Act of 2003; among its provisions is the reestablishment of the South Carolina Naval Militia (SCNM). South Carolina now joins New York, Alaska and New Jersey as the only federally recognized Naval Militias in the nation. The SCNM will be an experienced and skilled volunteer state maritime force, consisting of U.S. Naval and Marine Corps Reservists (federal duties take precedence) and USCG-licensed merchant mariners with a state-appointed command structure, to support USCG maritime homeland security operations. Several states are poised to follow South Carolina’s lead to create a state force with a focused mission of maritime homeland security.
The war on terrorism mandates additional resources be found to fulfill state requirements in support of maritime homeland security. The South Carolina Naval Militia expands and enhances the region’s coastal security posture and provides support and specialized assistance to government agencies, maritime activities and the citizens of South Carolina. South Carolina’s innovative and proactive action not only serves to provide a greatly-need augmentation pool of professionals who offer their skills to help the Coast Guard, it also enables a segment of highly trained mariners in the state to answer the President’s call to volunteerism in this time of national crisis.
