Goat Locker

– Lots of different stories about how this term came about, but most likely it is derived from a period when a goat nicknamed El Cid (The Chief) kept aboard the USS New York in 1896 was taken to a football game which the crew of the New York lost. The goat was given to the Naval Academy as its mascot and the place they kept it was called the goat locker. Today, the goat locker is referred to as that area of the ship off limits to everyone but Chief Petty Officers to include Senior and Master Chiefs also. One thing I have come to realize after 38 years of Navy service is that effective commands and commands with high morale have strong Chief Petty Officer messes whose members resolve internally any ‘Chief’ issues they have and they stand together for the betterment of the command. Without Chief Petty Officer, the United States Navy would be like a ship adrift.

Fleet Forces Command

– FFC is the former Commander in Chief, U.S. Atlantic Fleet. It is the most important command in the United States Navy and here decisions are reached on the size, composition, and needs of the Navy. Key word is ‘needs’ vice ‘wants.’ If a command, claimancy, or petitioner is unable to articulate and prove the tactical and strategic importance of its ‘needs’ then most likely it will never be funded or procured. The Navy is becoming more attuned to the business practices of the commercial world as it fights to do away with redundant commands/action and streamline the organization. Already, throughout the United States Navy, every organization is being challenged to find ways to reduce taxpayer cost and return the money to for recapitulation. The 'in-progress' glossary on my web page at http://www.sixthfleet.com/gloss.htm continues to grow. I am looking into writing a guide to naval terminology.
